UK E-Invoicing Roadmap Published: What Businesses Need to Know Before April 2029

Mandatory e-invoicing from 1 April 2029. Peppol at the core. Start preparing your business today.

The UK has published its e-invoicing implementation roadmap, setting out the next steps towards mandatory structured electronic invoicing from 1 April 2029.

For finance, tax, procurement and IT teams, the roadmap provides a clearer planning horizon—and an opportunity to prepare for changes across invoice creation, exchange and processing.

What has been announced?

VAT-registered organisations will need to issue and receive structured e-invoices for transactions within scope, subject to applicable exemptions. Peppol will form the UK’s core interoperability framework, allowing organisations using different software platforms to exchange invoices through certified Access Points.

This means businesses should prepare for system-to-system exchange of structured invoice data. Sending a PDF by email will not, on its own, meet that requirement.

Key milestones

  • Spring 2027: Public consultation on proposed e-invoicing standards.
  • October 2027–April 2028: Confirmation of detailed requirements, including scope, exemptions, standards and service-provider obligations.
  • April 2028–April 2029: Preparation, testing and onboarding.
  • 1 April 2029: Mandatory e-invoicing begins.

The direction is clear, while important technical and policy details remain under development.

Interoperability takes centre stage

Peppol’s four-corner model enables suppliers and buyers to exchange invoices through their respective service providers. Trading partners can therefore use different systems while remaining connected through a common framework.

For organisations with established ERP and EDI environments, assessing how existing infrastructure will connect to the future framework will be an important preparation step.

E-invoicing and digital reporting are separate developments

HMRC is also consulting on potential future uses of e-invoicing data for digital reporting. Businesses should distinguish this consultation from the announced April 2029 e-invoicing requirement: a future reporting model should not be treated as a confirmed obligation at this stage.

What should businesses do now?

Start by reviewing customer and supplier master data, assessing ERP integration capabilities, and mapping accounts payable and receivable workflows. Involving finance, tax, procurement and IT teams early can help identify dependencies before implementation begins.
